1.    LEAGUE REGULATIONS

 1.1    GENERAL REGULATIONS

A.     An advisory board (referred to as "the league") will organize Glenpool Little Warrior Basketball (LWBL) league.  Active members are:

B.     All regulations and rules will be determined by the League.  The League can change them at any time with one week written notice to the coaches.

C.     Teams will be divided into separate boys and girls teams and three divisions by grades: 1st/2nd ** 3rd/4th ** 5th /6th   Unless otherwise stated, all regulation rules will apply to all divisions.

D.     The League will provide coaches, referees, and game balls.

E.      The League will choose the coaches before the draft.  Once a coach has obtained their team they may then submit the name of one assistant coach to the league for approval.  Each coach and assistant coach must obtain a NYSCA Basketball Coaches Certificate before the first game.  No coach will be allowed in the bench area unless they are certified.

F.      2 student referees for 1st/2nd grade teams. One certified referee and one student referee for 3rd/4th and 5th/6th grade teams.

 G.     A regulation girls High School basketball will be used for all three divisions, size 28.5.

H.     Each head coach will be issued a practice basketball for use in practices and games.  This ball is the property of LWBB and must not be used on outdoor court, and will be the responsibility of the head coach.  Each ball will have a $8.00 deposit made on it.  If not returned at the end of the season, and in good shape the head coach will loose deposit money.

 

1.2    TEAM REGULATIONS

A.     Each team will consist of 7-10 players which will be chosen by a random draft (See Random Draft Regulations)

B.     Each team will be scheduled for one practice per week based upon availability and holidays. The 1st/2nd teams will practice once a week for one hour. The 3rd/4th – 5th/6th teams will be allowed one extra practice a week, the coach will be responsible for finding the 2nd practice location, All practices must be held on practice court approved by the League.  The League will attempt to find an available practice time if a team is not able to practice during their schedule time due to unavailability of the court.  The 3rd/4th – 5th/6th grade team is not allowed to practice more than one and a half hour (1 ½) per practice 2 times a week.  No more than 2 teams will be allowed to practice on a court at the same time.  Any violation of the practice regulations will result in the immediate suspension of the offending coach and/or assistant.

C.     Each team will play at least one game per week on Saturdays according to the published schedule.

D.     Technical fouls during a game will be charged to the head coach in one of two ways: direct and indirect.  Direct technical fouls are those directly attributed to the coach: IE profanity or unethical conduct.  Indirect technical fouls are those fouls that are attributed to one of the players: IE un-sportsman like conduct, flagrant fouls, profanity ect.  If a coach earns 2 direct or 1 direct and 2 indirect technical fouls during a game then that coach will be suspended for the next team practice and game.  If a coach is suspended twice during the season that coach will no longer be allowed to coach in LWBB ever.

 

 1.3    RANDOM DRAFT REGULATIONS

A.     Players will be selected using a random draft system.

B.     Each coach will draw a random number to establish their order of selection in the draft.

C.     Each coach will start out with one player: usually the coached child.  If a coach has more than one child in the draft then tat coach will start out with the number of children they have in the draft.

D.     The remaining players on each team will be decided by randomly drawing names according to the order of the draft.  In an attempt to evenly divide the teams by grade the oldest grade in the division will be picked first then the youngest.  Draw will also be divided by experienced and non-experienced players.

E.      Siblings in the same division will be allowed to play on the same team based on the parent wishes.

F.      Coaches returning from the previous year will have priority to the name that had the previous year.

  

1.4    COACH REGULATIONS AND RULES

Any violation of the following regulations by the coaches will result in the coach being suspended for the next practice and game.  If a coach is suspended twice during the season then that coach will be banned from coaching in the LWBL permanently.

 

A.     There will be no tolerance for profanity of any unethical conduct from any coach.

B.     Coaches are expected to know the rules and abide by the rules and regulations set out and published by the League.

C.     Once a team is formed, the head coach may submit the name of an assistant coach to the league for approval, assistant may not participate until board approved.  All coaches must be certified for basketball by the NYSCA.  No coach will be allowed on the bench during the games and assisting at practice unless they are certified and the league has a copy of their NYSCA card on file.  No more than two certified coaches will be allowed in the bench area.

D.     Each coach is responsible for ensuring that the bench area, gym, and bleachers are cleaned after each game and each practice, this includes sweeping the gym floor.  Therefore, if anyone is conducting themselves improper behavior then each coach has the authority to ask them to leave the building.

E.      Each team will be required for helping the League for things like concession stand, score book, time clock, and gate workers that are to be scheduled through the league.  Parents will be needed to do this job and coaches must stay on site during their work times.

F.      Only 16 and older are allowed to take work in the concession stand or take money at the gate.  The Score keeper will be a regulated by school rules and league officials.

G.     During the game coaches must stay in the coach’s box and are not allowed to approach the referee.  If the coach would like clarification of a call then they can request a time out and upon receiving the time out request clarification.  All calls by the referee are final.

 

1.5    PARENTS AND FANS REGULATIONS

Any violation of the following regulations by the parents and/or fans will result in the individual(s) being requested to leave the premises immediately.  If a second violation occurs the individual(s) will no longer be allowed to attend games or practices for the remainder of the season.

 

A.     There will be no tolerance for profanity or any other unethical conduct from any parent and/or fan.

B.     Parents and/or fans will not be allowed to verbally or intimidate any game official, board member, player or coach.

C.     Parents and/or fans are expected to abide by any decisions made final by the league.

 

2.   LEAGUE RULES

Except for the following exceptions, Oklahoma Secondary Activities Association basketball rules apply.

 

2.1  TEAM GAME RULES

A.     No food or drinks will be allowed on or around the bench area.

B.   Playing time will be four quarters of 4 minutes each for the 1st/2nd grade teams.     Playing time will be four quarters of 6 minutes each for the 3rd /4th grade teams.  Playing time will be four quarters of 7 minutes each for the 5th / 6th grade teams.   There will be a 3 minute break between the 2nd and 3rd quarters for 1st/2nd grade teams. There will be a 5 minute break between the 2nd and 3rd quarters for the 3rd/4th – 5th/6th grade teams and a 1 minute break between 1st-2nd and 3rd-4th quarters for all three divisions.

C.     The game clock will run continuously except for free-throws and time outs.

D.     Each team must be ready to play by the scheduled start of the game or five minutes after the previous game if it ends after the scheduled start of the next game.  Penalty:  The referee may declare the game a forfeit and the forfeiting team must pay the referee’s for that game.  (If payment is not made then that team will not be allowed to practice or play games until it is.)

E.      Each team is allowed 2 time outs per half.

F.      Prior to the start of the games each team will line up behind the free throw line towards the center of the court and each team member will get one free throw shot, any made shots will count as 1 point and will be added to the score.  In the case of uneven number of players, repeat shooters may be necessary to have even numbers of players.

G.    5th and 6th Grade Only   If the score is tied at the end of regular play, an extra period of 2 regulation minutes will be played.  If the score is still tied, play will resume with a jump ball at the center court with the first team to score being declared a winner.

 

2.2    PLAYER PARTICIPATION RULES

The penalty for violating any of the following rules will result in a forfeit being charged to the offending coach and team.

 

Each player present at the start of the game is required to play two complete quarters of play (from start to finish).  This in not to be interpreted as ½ of one quarter and ½ half of another.

 

A.     No player will be allowed to appear in more than 2 quarters of play.  Each player must sit out 1 complete quarter (from start to finish).  The only exception is if the team has 6 or less players: however, if a player plays 4 quarters in a game then that player must not play in more than 3 quarters in the next game in which the team has six or more players.

B.     All players must be on the game lineup and on the bench before the end of the 1st quarter.  Penalty:  the player will not be able to play in the game.

C.     Player can be benched for disciplinarian rules: IE: missing practice, and unsportsmanlike conduct, scorekeeper must be notified and a notation made in the scorebook, prior to start of the game.

D.     No substitutions is allowed unless illness or injury

 

 

  2.3    ILLEGAL DEFENSE

Failure to comply with the following will be adjudged an illegal defense.

1st / 2nd and 3rd / 4th grade only

 

A.     A full court press will not be allowed by any team.

B.     No defense to be played until red line is penetrated by offense.  Penalty for above violation: The 1st violation results in a warning to the offending team.  However, an illegal defense warning in the last 24 seconds of a quarter is automatically charged as a technical foul not a warning.  The 2nd and all subsequent violations results in a team technical foul being assessed (1 shot).  The head coach is charged with an indirect technical foul for every team technical.

C.     If a team is ahead by ten or more points, then the team that is winning will have to play defense inside the 3 point line until the score is under 10 points difference.

 

5th and 6th GRADE ONLY

 

A.     A full court press will not be allowed by any team that is winning by 10 or more points.  If a team is ahead 15 or more points, then the team that is winning will have to play defense inside the 3 point line until the score is under 15 points difference.

B.     An offensive player without the ball may not be doubled team.  Only the player with the ball may be double teamed.  Penalty: The 1st violation results in a warning to the offending team.  However, an illegal defense warning in the last 24 seconds of a quarter is automatically charged as a technical foul not a warning.  The 2nd and all subsequent violations results in a team technical foul being assessed (1 shot).  The head coach is charged with an indirect technical foul for every team technical.

ADVANCED rules for 2008

 

General Rules:  All basketball competitions shall utilize National High School Federation rules for the current year, except where modified by this rules & regulations sheet.

 

Other Playing Rules:

 

1)   Any player, coach or spectator ejected from a contest for flagrant unsportsmanlike conduct shall be ejected for the remainder of the day’s event, if misconduct continues the person or persons will be barred for the season.  Some examples of “flagrant unsportsmanlike conduct” include but are not limited to fighting, repeated use of profane language, etc. The League (LWBL) may review the disqualification only if the situation merits further consideration.  Any ruling by The League (LWBL) is final!

2)   A team may not full court press if they are ahead by 30 points or more at any point in the game.

 

Bonus free throws are awarded on the seventh team foul of each half.  Double bonus free throws are awarded on the tenth team foul of each half.

3)   The three-point shot is in effect for all Advanced divisions.

 

Roster Size:  A maximum of 11 players are allowed on a team.

 

TIMING FACTORS/PLAYING TIMES

All age groups will play two 18 -minute halves.  The clock will stop on all whistles in the last 2 minutes of each half.

 Halftimes shall be a minimum of three minutes.  Pre-game warm-ups shall be a minimum of three minutes.

 

Other Timing Factors:

 

1)   Time outs are limited to six per team per game and shall not exceed 60 seconds.  A coach may call time out if his team has possession of the ball.

 

 

 

2)   The first and second overtime period shall be a two-minute, stop-time period.  The third overtime period (if necessary) shall be “sudden death”.  Each team will be awarded one timeout to use in each overtime period (no carry over of unused timeouts from regulation).  There shall be a 60-second intermission between periods.

Bench Personnel:  Only those players whose names appear on the official roster may sit on the players’ bench.  This is limited to 11 players and no more than three other persons (i.e. coaches, trainer, scorer, etc.), to a maximum of 13 persons. Coaches must be NYSCA Certified and in plain sight on the coach. No young children will be allowed to sit on the bench.  There will be no exceptions to this rule.  Other than any exceptions made by league officials.  (LWBL)

Equipment:

1)   Game balls for all of the girls  advanced divisions  shall be the undersized (28.5) basketball.  The advanced boys shall use an official men’s sized (29.5) basketball.

2)   Jersey tops must be of identical color and must be numbered

     On the back.  Teams are encouraged to bring two sets of

           jerseys (i.e. white and dark) if available.
